The show will be held in accordance with

¨         the FEI Statutes, 20th Edition 1999

¨         the FEI General Rules 20th Edition, Revision 2001

¨         the FEI Veterinary Regulations, 9th Edition 2002

¨         the FEI Jumping Rules, 21st Edition 2003

and all subsequent corrections and modifications to the above Rules and Regulations as published by the FEI.

 

The arbitration procedure is regulated in the FEI Rules and the General Rules.

According to these rules all objections against decisions of the FEI or their official bodies will be decided by the “Court of Arbitration for Sport” (CAS) Lausanne, Switzerland.

The OC acknowledges that para 1.4 LPO (German Show Rules) is binding for international events in Germany.

The organiser draws up a list of all definitely starting competitors („masterlist“), classified according to the above criteria, which must be given to the German NF office, the Foreign Judge and the NF Delegate. Any alterations may only be done in mutual agreement before the event starts.

B. Grooms

Accommodation and meals for grooms have to be ensured by the participants themselves.

Sufficient sanitary and showering facilities for male and female grooms, with hot and cold water, will be provided by the OC.

 

C. Horses

Entry and starting fee, LK fee, MCP-fee and stable fee (March 19th to 21st 2004) incl. first straw for the box amount to a flat rate of € 240,-- per horse.

The organizer grants no reimbursement of transport charges.

 

D. Welcome

The time and date of arrival of riders and horses and their means of transport must be given to the OC to facilitate them on arrival.

 

E. Local Transportation Arrangements from Hotel to Showgrounds

The hotel is situated directly by the show grounds.

 

F. Advertising and Publicity on Competitors and Horses

The competitors are authorised to carry the logo of their personal sponsor on the saddle cloth in accordance with Art. 136.

The Chief Steward will check that the advertising and publicity on competitors and horses complies with Art. 136 of the General Regulations. Competitors not complying with Art. 136 will be reported to the Ground Jury and will not be permitted into the arena during the course of the competition until the use of the sponsor logo is in compliance with this article.

VII. Customs Formalities:

Veterinary and customs fee as well as any further charges for the handling of border formalities will not be taken over.

For questions pertaining to the veterinary and animal diseases legislation for horses from abroad and regarding the horses’ transportation, the OC is ready to assist.

According to the Veterinary Regulations, 9th Edition, effective 1st January 2002

 

Veterinary Examinations, Horse Inspection and Passport Controls

These will be carried out in accordance with Vet. Regs. Art. 1011 and Rules for Jumping Events, Annex VII. General Regulations, 20th Edition, Revision 2001 will apply:

 

Art. 139.1

Every horse entered for any competition at CSNs, CSIs*, CSIJYPVCh Cat. B in a foreign country, and all horses entered for CSIs**/***/****/*****, CSIJYPVCh Cat. A, CIOs, Championships, Regional and Olympic Games, whether at home or in foreign countries, must have an official, valid FEI Passport, or a National Passport approved by the FEI accompanied by an FEI Recognition Card, as a means of identification and to establish ownership.

 

Art. 139.2

Horses taking part in CSNs, CSIs*, CSIJYPVCh Cat. B in their own country are not required to have such a passport as is mentioned in paragraph 1. All such horses must be properly registered and identifiable by diagram. Unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin all horses must have a valid vaccination certificate.

Equine Influenza Vaccination, Vet. Regs. Annex VI

All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given no less than 21 days and no more than 92 days apart.

In addition, a booster injection must be recorded as having been given within each succeeding 12 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables.

The above are the minimum requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer's instructions, which will fall within the stipulation of the FEI ruling. In many cases booster injections are recommended by the manufacturers and by National Veterinary Authorities/Regulatory Authorities at intervals more frequent than 12 months.

 

Sampling for Prohibited Substances (Vet. Regs. V & VI and Annex III)

Regular sampling is carried out in CSIs***/****/*****, CIOs, World Cup Qualifiers and Finals, Championships and Games, whereas at other CIs sampling is recommended.

Special guidelines are applicable for events covered by the FEI Medication Control Programme (Groups I & II only).

 

Medication Control Program (MCP)

The Organising Committees of FEI events within Groups I & II are advised to charge competitors the equivalent of CHF 12.50 per horse per event as a contribution towards the costs of the MCP programme.

 

Approved Laboratory

Under the Medical Control Programme (MCP) in Groups I and II, all samples collected in accordance with VR Art. 1017.1 will be analysed by Laboratoire Courses Hippiques, 15 rue de Paradis, 91370 Verrières le Buisson, France, Tel.: +33.1 - 69 75 28 28, Fax: +33.1 - 69 75 28 29.

 


 

Certification of Health

Every competitor is supplied to deliver all necessary certificates of health for the transport to the event or identification o the horses before they come into the stables:

a)   in case of arrival from a EU-member-country, a certificate for registered horses acc. to sample of Annex B to Reglements 90/426 of the actual valid form (sample is enclosed to schedule) will be necessary.

b)   in case of arrival from a country not concerning to the EU, a certificate of health for registered horses acc. to sample of annex II of the decision of the commission 92/260 of the actual valid from will be necessary.

A certificate must be done in at least one official language of the country of destination and in one official language of the member country. The competitor must carry with him the original certificate, not a copy.

The organiser sees to it that on the competition site, an official state veterinarian is present to issue the health certificates which are necessary for the transport of the horses to their destination abroad.

In case the OC has entrusted to a forwarding agency, the latter is ready to assist regarding the required documents.

Furthermore, questions relating to health requirements for horses can be directed to the veterinary authorities in the country of origin or in Germany.

 

IX. Miscellaneous:

 

1. Complaints and objections

All complaints and objections to be valid must be made in writing and accompanied by a deposit of CHF 150.- or equivalent.

 

2. Distribution of Prizes and Indemnities

In each competition at least 25 % of the competitors will receive prices. There will be no prize money but prizes of honour, ribbons and plaquettes.

 

3. Insurances

All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.

 

4. Liability

The organizer declines any liability for property or pecuniary damage which may happen to visitors, competitors, grooms and horse owners through slight negligence of the organizer, his delegates or his assistants. He also declines any liability for theft, damages, fire or other incidents.

 

5. Event’s Organisation

In exceptional circumstances, together with the approval of the Ground Jury, the competitors and the NF-Delegate the OC reserves the right to modify the schedule in order to clarify any matters or matters arising from an omission or due to unforeseen circumstances. Any such changes must be notified to all competitors and officials as soon as possible, and they must be reported to the FEI Sec. Gen. by the Foreign Judge.

 

6. Entry Right to Showgrounds

Competitors, one accompanying person and one groom per competitor, Chef d`Equipe, Veterinarian, horse owners

(max. 2 owners per horse according to the FEI-passport), judges and a limited number of members of the organizing committee will get free admission cards.

 

7. Declaration of Starters:

The participants have to enrol themselves into a starting list in the show office 90 minutes before the begin of the respective competition at the latest. Exception: Declarations for the first competition of every day have to be made the evening before by 7pm.

 

Code of Conduct

The Federation Equestre International (FE I) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.

 

1.       At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.

2.       Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.

3.       Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.

4.       Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.

5.       The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.
